Billy Blake

Chief Information Officer

Billy Blake serves as Chief Information Officer at Project HOPE, where he leads the organization’s global IT strategy and drives a bold vision for digital transformation. In this role, Blake oversees enterprise systems and data, cybersecurity, infrastructure optimization, and the delivery of high-quality digital services that support Project HOPE’s mission to improve health outcomes worldwide.

Blake partners across Project HOPE to strengthen systems, foster collaboration, and ensure technology serves as a strategic enabler of organizational impact. His leadership focuses on building scalable digital ecosystems, implementing secure enterprise platforms, and aligning technology investments with organizational priorities.

Prior to joining Project HOPE, Blake served as Chief Information Officer at Global Communities, where he led multi-million-dollar initiatives in cloud migration, cybersecurity, and enterprise systems integration. He directed global IT operations across 25+ countries, modernized governance frameworks, and advised executive leadership and boards on risk mitigation and digital innovation. His work included successful M&A-related migrations, ERP adoption, and enterprise systems integration—including Oracle NetSuite and Salesforce—as well as the global rollout of Microsoft 365 Copilot and SharePoint Online. He also developed a global IT workforce model that elevated service delivery and operational excellence, implemented IT governance and compliance frameworks, and oversaw disaster recovery and business continuity planning to ensure operational resilience. Blake led the development of performance metrics and reporting systems to drive continuous improvement and strategic alignment across global operations.

Blake’s +28-year career in technology includes various technical and leadership roles supporting the international NGO, corporate and education sectors. He holds a Bachelor of Science degree in Computer Information Systems from Shenandoah University and has completed executive education in leadership and driving ethical innovation in the age of AI from the University of Maryland and the University of Virginia Darden School of Business. His leadership philosophy is rooted in servant and inclusive leadership, fostering collaboration, empowering global teams, and ensuring that technology serves as a catalyst for equity and impact.
