Lawrence T. Phelan

Larry is a former Philadelphia attorney and businessman specializing in real estate services to the mortgage banking industry. He is the CEO of Full Spectrum Services, Inc. and its related subsidiaries and was the Managing Partner/Shareholder of the Phelan Hallinan law firms in Pennsylvania, New Jersey, Florida and Georgia.
Mr. Phelan is a graduate of Villanova University (1977) and the Villanova University School of Law (1980). He is a member of the Pennsylvania and New York bars, the MBA, ABA and numerous state and local Bar Associations.
Mr. Phelan is actively involved in the efforts to bring improvement to the world’s poor. He was a member of the Children International Advisory Board, built Community Centers for CI in the Dominican Republic and Ecuador and remains an active supporter of the organization. He finances significant microfinance projects through Opportunity International and Accion and was a member of the board of MAP International, a supplier of medicine and health supplies throughout the world. He has recently worked with Project HOPE in establishing 3 neonatal care units in the Dominican Republic.
In 2010 Mr. Phelan established the Phelan Family Foundation, a 501(c)(3) organization, and is its managing director.
