Project HOPE Urges Congress to Reject Harmful Retroactive Cuts to International Assistance

Washington, D.C. — Project HOPE strongly urges Congress to reject the proposed retroactive rescissions to international assistance and to address the nearly 50% shortfalls in health and humanitarian funding proposed for the next fiscal year. These unprecedented cuts represent a significant retreat from U.S. global leadership, will exacerbate human suffering, and ultimately undermine U.S. security.
The rescissions threaten to roll back decades of bipartisan commitment to advancing global health, responding to crises, and promoting economic stability and prosperity. If enacted, these cuts would have devastating consequences for vulnerable communities around the world—including many where Project HOPE works—by halting lifesaving programs and leaving millions without critical services.
Rabih Torbay, President and CEO of Project HOPE, stated:
“At a time when the world is grappling with overlapping crises, consistent U.S. leadership in global health and humanitarian assistance is more important than ever. These proposed rescissions and budget cuts not only jeopardize the progress made through decades of bipartisan investment, but also risk destabilizing fragile regions, reversing gains in global health, and weakening America’s credibility as a reliable partner. Cutting this funding will not make America stronger, safer, or more prosperous – it will only make us more vulnerable to global threats like pandemics, forced displacement, and regional instability that can cross borders and harm our own communities.”
Jed Meline, Director of Policy and Advocacy at Project HOPE, added:
“Rescinding funds that have already been appropriated is not just shortsighted—it is dangerously disruptive. These cuts unravel programs, waste taxpayer dollars, and send a message that the United States cannot be counted on to deliver. For decades, American leadership in global health and humanitarian response has saved lives, strengthened alliances, and advanced our national interest. Turning our back now weakens that legacy, undermines strategic partnerships, and leaves the world—and America—less safe.
Project HOPE calls on Congress to uphold the United States’ legacy of global leadership and compassion by rejecting these dangerous cuts and reaffirming its commitment to a healthier, more secure, and more stable world.
